5 provinces under storm signal no. 1
MANILA (Updated, 11:55 p.m.) — More areas were placed under storm signal number 1 late Friday night as Tropical Depression “Egay” maintained its strength and continued to threaten Eastern Visayas and Catanduanes, weather forecasters said.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) spotted “Egay” at 230 kilometers east of Borongan, Eastern Samar as of 11 p.m. Friday.
Storm signal number 1 was over Catanduanes, Sorsogon, and Samar provinces late Friday evening. Areas under signal number 1 may experience winds of 45 to 60 kilometers per hour (kph) with the next 36 hours, Pagasa said.
The weather bureau said the storm is moving at 19 kph, packing maximum winds of up to 55 kph near the center.
Pagasa alerted residents in low lying areas and near mountain slopes under signal number 1 against possible flashfloods and landslides.
No storm signal was raised over Cebu City on Friday but inclement weather had caused flooding in the main thoroughfares of the metropolis, stranding people and cars.
The streets of P. del Rosario, Junquera, Sanciangko, Sikatuna and the rest of the downtown area in the Cebu City were flooded when an unusually large volume of rainfall fell past 2 p.m. Friday.
Science and Technology Undersecretary Graciano Yumul said “Egay” has a good chance of missing land although it may graze parts of extreme northern Luzon before heading to Japan.
“It will also bring rains to parts of Luzon including Metro Manila around Sunday until Tuesday because of the enhanced southwest monsoon. The ridge of high pressure near Luzon is also slowly receding, thus rains are expected,” he told Sun.Star.
Egay is expected to be 150 kilometers northwest of Virac, Catanduanes by Saturday evening and 130 kilometers east of Aparri, Cagayan by Sunday evening.
By Monday afternoon, the tropical depression is expected to be 220 kilometers northeast of Basco, Batanes.
The fifth weather disturbance to enter the country this year will enhance the southwest monsoon and will bring rains over the Western sections of Southern Luzon, Visayas and Mindanao.
“The public and the disaster coordinating councils concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 p.m. Friday and the hourly updates,” Pagasa said.
Although it will not make landfall, “Egay” might aggravate the situation in flood-hit Maguindanao province.
The Autonomous Region in Muslim Mindanao (Armm) has since been placed under state of calamity even as soldiers came to the rescue on Thursday to remove water hyacinths, which clogged the sprawling Rio Grande de Mindanao.
Malacañang on Friday instructed all regional offices of the Department of Social Welfare and Development (DSWD) and local government units to provide assistance to thousands of residents displaced by continuous rains in Mindanao.
Flooding has affected more than 600,000 persons in nine Mindanao provinces, the National Disaster Risk Reduction and Management Council (NDRMMC) early this week.
An estimated 12,000 of these individuals have been forced to leave their homes after floodwaters steadily rose.
The rains, caused by Tropical Depression “Egay” directly hit provinces of Bukidnon, Compostela Valley, Davao del Norte, Davao del Sur, North Cotabato, Sultan Kudarat, South Cotabato, Maguindanao and Lanao del Sur.
Deputy presidential spokesperson Abigail Valte said the NDRRMC is on top of the situation, maximizing all assets and manpower of the Armed Forces of the Philippines and Philippine National Police (PNP) in the evacuation efforts of the affected families.
“With the help of the Philippine Navy, Philippine Marines, the PNP and the Philippine Army, they are currently conducting forced evacuation in the flooded areas,” Valte said.
“The regional offices of the DSWD and the local government units have already started delivering relief to the affected families and we are continuing to monitor the situation,” she added. (Virgil Lopez/Jill Beltran/Sunnex)
