Offloading in Clark ‘due to human trafficking law’

CLARK FREEPORT — “The basis for this procedure (offloading) is the Anti-Trafficking in Persons Law of 2003 and protection against human rights violations.”
This was stated by Ronnie Tiotuico, Department of Tourism (DOT) Central Luzon director, who is referring to several cases of passenger offloading at the Clark International Airport.
“A mere possession of a valid passport and/or visa is not an absolute assurance of leaving the country,” Tiotuico said.
In many cases, passengers are refused departure at the Clark airport due to the following reasons — lack of pre-departure clearance from the Commission on Filipinos Overseas (CFO) for spouses, fiancé(e)s or partners of foreign nationals, or absence of evidence of financial capacity to travel for tourists on temporary visas, according to him.
Spouses of foreigners must attend CFO guidance and counseling seminar, get a certificate of attendance and CFO sticker prior to departure, he said.
“Lacking in these requirements means absolute denial by the immigration officer,” Tiotuico said.
“How to do this? One has to go to Manila to attend the seminar at Good Shepherd Convent located in 1043 Aurora Blvd., Quezon City,” he said.
According to Tiotuico, if one is traveling on a tourist visa, he or she must be ready to present evidence of financial capacity to travel (some people travel on tourist visa but end up working if given the right opportunity). If so, he or she must be ready to present an authenticated affidavit of support from the person to visit abroad, he added.
“Otherwise, one is courting sure denial at the departure terminal,” he said.
Examples of evidence of capacity to travel would include mayor’s permit, bank certificates, business name certificate, etc. “Be ready with these documents upon demand by the immigration officer,” Tiotuico added.
Whether traveling as a tourist or a fiancé(e), one has to undergo this regimen, Tiotuico said.
“Why am I posting this? It all started when my friend Jimmy Dale of La Casa Hotel in Angeles City (http://www.harrythehorse.asia/) called my attention to a departing Filipina who was denied departure at the Clark airport for failure to present CFO documents,” the DOT director said.
The girl is supposed to meet her foreigner boyfriend in Bangkok. Tiotuico had to come to her rescue by letting her undergo that two-hour counseling session in Manila.
“But not after she lost some P9,000 in non-refundable plane fare. She is now in the warm embrace of her boyfriend,” he said.
Three other women encountered the same challenging experience after this case, Tiotuico said.
Now the DOT is requiring all tour operators to offer this advice to their clients before issuing air tickets.
“Let this be an unsolicited advice to all departing passengers at the airport. Pass this on, please. Learn more about this on www.cfo.gov.ph,” Tiotuico said.
