11 Bulacan barangays underwater
MANILA (Updated 2:34 p.m.) — Obando, Bulacan Mayor Orencio Gabriel said Tuesday that all 11 barangays in his town are now underwater due to heavy rains caused by Typhoon Pedring (international codename: Nesat).
Gabriel, in a television interview, said they are in need of rescue operations as all the town’s barangays are underwater, which was caused by burst dikes.
Gabriel said some residents were forced to climb to the roofs of their houses for safety.
He added at least 40 families were evacuated in Barangay Wawangpulo.
He said Meycuayan River overflowed.
“Water is coming inland very fast,” he added.
The mayor also said at least 500 houses have been destroyed due to “Pedring”.
Obando town is composed of Barangays Binuangan, Catanghalan, Hulo, Lawa, Salambao, Paco, Pag-asa (Pob.), Paliwas, Panghulo, San Pascual, and Tawiran.
Valenzuela City Mayor Sherwin Gatchalian also reported that flood waters from Obando are coming in Valenzuela.
Gatchalian said water is rising fast in Polo area barangays.
Four people were killed in Barangay Mapulang Lupa, Valenzuela, after a wall collapsed Tuesday morning.
Gatchalian identified the fatalities as Estela Naya, 56; Ronel Amarga, four; VJ delos Santos, six; and V. James delos Santos, three.
The mayor said the victims were walking when they were hit by the wall.
Flooding
Massive flooding also hit Manila after Typhoon Pedring made landfall over the boundary of Aurora and Isabela provinces Tuesday morning.
Along downtown Manila’s baywalk, cars and buses were stuck and residents waded through floodwaters as waves as high as palm trees washed over the seawall, turning a six-lane highway into a huge brown river.
Sidewalks and entrances to buildings were swamped and vehicles struggled to navigate the narrow streets.
Around the central Robinsons shopping mall, fierce winds toppled tables and tree branches, sending people for cover. Visibility was poor as the rain obscured the view. One pedestrian was injured by falling debris and was bloodied.
Manila Hospital moved patients from its ground floor, where waters were neck-deep, spokeswoman Evangeline Morales said. Hospital generators were flooded and the building had no power since early Tuesday.

Residents in one neighborhood of Quezon City were fleeing their homes due to rising water from the nearby San Mateo River.
Marikina City officials also ordered the forced evacuation of 5,000 residents after the Marikina River reached more than the 18-meter water level.
In the financial district of Makati, a billboard fell on two cars and a bus, causing injuries.
Storm signals
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said “Pedring” slightly weakened after making landfall.
Pagasa said “Pedring” packed maximum sustained winds of 120 kilometers per hour (kph) from 140 kph near the center.
Pagasa said the typhoon is expected to move west northwest at 19 kph and may exit the Philippine Area of Responsibility by Wednesday afternoon.
As of 11 a.m. Tuesday, the eye of the typhoon was located at 100 kilometers east of Baguio City.
Storm signal number three is still hoisted over Ilocos Norte, Ilocos Sur, Abra, Kalinga, Mt. Province, Ifugao, Benguet, La Union, Nueva Viscaya, and Pangasinan.
Signal number two is up over Apayao, Cagayan, Isabela, Quirino, Nueva Ecija, Zambales, Pampanga, Tarlac, Bulacan, Bataan, and Metro Manila.
Signal number is hoisted over Babuyan, Calayan group of Islands, Northern Quezon, Polillo Island, Rizal, Laguna, Batangas, Lubang Island, and Cavite.
Typhoon Pedring is expected to enhance the southwest monsoon and will bring scattered to widespread rains over southern Luzon and Visayas.
National Disaster Risk Reduction and Management Council (NDRMMC) Executive Director Benito Ramos said Tuesday that at least six people died due to “Pedring”.
The fatalities include a year-old baby from Catanduanes, a woman from Quezon City, and four from Valenzuela City.
The NDRRMC activated its units in affected regions and provinces to implement a pre-emptive evacuation in anticipation of the typhoon.

Meanwhile, President Benigno Aquino III, who is now in Japan, is in constant communication with his officials regarding the developments of the typhoon and the situation in the country.
In a statement issued from Japan Tuesday, the President said he ordered all agencies concerned to mitigate the effects of the storm, which has greatly affected the Luzon region including Metro Manila.
The President is directly given updates by Executive Secretary Paquito Ochoa, Social Welfare Secretary Dinky Soliman, Defense Secretary Voltaire Gazmin and Energy Secretary Rene Almendras.
“I have been in touch with Secretaries Soliman, Gazmin, and Almendras. I have instructed the Executive Secretary to compile information from NDRMMC and to inform our people of conditions as well as of government efforts to mitigate the effects of the storm,” the President said.
He said Soliman reported to him two casualties in Maguindanao where there is severe flooding.
As people in the impoverished region refused to evacuate despite the flooding, Aquino said the DSWD will provide them relief goods.
In Camarines Sur and Albay, the President was assured by officials that preventive evacuations are ongoing.
He was also informed by Energy Secretary Almendras that 37 percent of Meralco service area is without power due to tripping caused by high winds.
He assured that Meralco is working on restoring power to affected areas as the winds abated.
“In Aurora and Isabela, we are awaiting the passage of the storm to restore service,” he said.
The President is also updated about the status of the water level in Marikina.
“I am in constant touch with these members of my Cabinet and the Executive Secretary has been instructed to keep me and the public informed of conditions pertaining as well as mitigation efforts,” he said.
In a press briefing in Malacañang, presidential spokesperson Edwin Lacierda assured the public that Aquino will still be on top of the situation even if he is currently in Japan for a four-day working visit.
Aquino is scheduled to return in the country Wednesday.
Lacierda said the President will be given further updates about the weather to know whether or not it is safe for him to travel.
