House panel chair removed ‘for not signing impeach plaint’

MANILA — Batangas Representative Hermilando Mandanas was removed as chairman of the House Committee on Ways and Means for reportedly refusing to sign the impeachment complaint against Chief Justice Renato Corona.
“That was the decision made before the impeachment, bad timing lang,” House Speaker Feliciano Belmonte Jr. explained in a text message, adding it was only a matter of “different perspectives”.
Mandanas said he spoke with Belmonte Tuesday night about a decision reached by his allies at the Liberal Party (LP) months ago.
In an ambush interview, House Majority Leader Neptali “Boyet” Gonzales II said Mandanas was replaced because he had a different position in the revenue share of local government units (LGUs) provided for under the Local Government Code of 1991.
Mandanas wanted the Bureau of Customs’ revenue collections to be included in the computation of the Internal Revenue Allotment (IRA) but the LP has a different position.
Mandanas said he intends to bring the matter to court.
“Nagkadiperensya agad kami nung first year pa because they didn’t include it in the priority bills,” he said.
The three-term lawmaker, who has been a member of the LP since 2003, has decided to leave the Aquino-led party.
However, in a phone patch interview with GMANews TV Channel 11, Mandanas said he was surprised when he was stripped of the panel chairmanship.
“Hindi ako pumirma [ng impeachment complaint] kasi yung proseso…wala nang basahan, tanungan, or clarification,” he said during the same interview.
Elected to replace Mandanas is Davao City Representative Isidro Ungab, also a member of the LP. Ungab is one of the 188 lawmakers who signed the impeachment complaint against Corona.
The House Committee on Ways and Means tackles matters directly and principally relating to the fiscal, monetary, and financial affairs of the National Government.
Earlier, Navotas City Representative Tobias “Toby” Tiangco resigned as member of the majority bloc over his dismay on the impeachment against Corona.
Tiangco said he wanted to “blindly vote” in favor of the impeachment so that his constituents will not suffer from the non-release of the priority development assistance fund (PDAF) or pork barrel.
Tiangco added, however, that he could not do so because the complaint was done “with haste”.
San Juan City Representative Joseph Victor “JV” Ejercito replaced Tiangco as chairman of the House Committee on Metro Manila Development.
