In light of Davao airport plane mishap, CIAC checks airlines staff emergency preparedness

CLARK FREEPORT – The Clark International Airport Corporation (CIAC) said on Wednesday that it will invite next month airline companies operating at Clark, including Cebu Pacific, to check on the disaster and emergency preparedness and competitiveness of the airlines’ “land staff.”

CIAC President and CEO Victor Jose Luciano issued the statements in the wake of the incident at the Francisco Bangoy International Airport in Davao City on Sunday.

The accident happened when a Cebu Pacific Airbus A320-200 plane skidded off the runway upon landing amid heavy rain, blocking the runway of the third busiest airport in the country.

The plane was reportedly removed on Tuesday night and airport operations resumed.
Luciano said the meeting with at least eight airlines operating at the Clark International Airport (CIA) is necessary to ensure that the incident in Davao City would not happen at the CIA.

Luciano said that the CIA has an emergency response office that will immediately act on a similar incident or other aviation-related accidents.

He also boasted that the runway of the CIA designed by the United States Military could handle the largest and heaviest planes ever built. Clark and its airport are used to be occupied by the US Air Force.

Luciano said one of the advantages of the CIA is that it is handled by government-owned corporations unlike the Davao international airport. He added that the FBIA is one of the 86 airports controlled by the Civil Aviation Authority of the Philippines (CAAP).

Cebu Pacific was the first Filipino-owned airline to launch regular flights to four regional destinations–Singapore, Bangkok City, Macau and Hong Kong–in 2008. The Gokongwei-owned airline also launched earlier regular Clark-Cebu flights which is still on-going.

Gilda Padua, two-time president of the Alliance of Travel and Tours Agencies of Pampanga (ATTAP), said the incident in Davao City is one rare situation where none of us wants to be in, even those in the travel and tourism industry.

“Such incident will surely hamper our business operation. Fortunately, Cebu Pacific operation in Clark was not affected by that incident in fact the airline has a very good load factor on destinations like Hongkong, Macau and Singapore,” said Padua, managing director of SM City Clark-based Ties That Travel agency.

“The lighter side of that is people in authority at CIAC may use this incident as reference to come up with plans on disaster management and preparedness to handle a similar situation that may happen in Clark,” added Padua, who also operates the Air Asia ticketing office at the Tune Hotel in Angeles City.

The CIA is host to budget and legacy air carriers. Among them are Air Asia Berhad of Malaysia, Air Asia Philippines, PAL Express, Seair-Tiger, Cebu Pacific Air, Jin Air, Asiana Airlines and Dragonair.

The Emirates, one of the top airlines in the world, will begin in October regular daily Clark-Dubai flights.
Luciano is expecting more than two million passengers in 2013. Last year, it served some 1.4 million passengers.
