‘Pocket open skies’ pushed

THE NATIONAL COMPETITIVENESS Council yesterday urged local airlines to support a proposed executive order that provides for “pocket open skies,” saying this would benefit growth since it would apply only to the Clark airport.

Meneleo J. Carlos Jr., the NCC’s champion for a seamless infrastructure network, said in an interview that the government-private sector body was ready with its proposed EO 500B, which is expected to boost in-bound budget tourism, which would have a domino effect on the domestic sector.

Carlos explained that as proposed, EO 500B would offer limited air rights to foreign carriers, namely the third and fourth freedoms of the air—that right to carry passengers from one’s country to another and the right to bring them in from one country to one’s own.

“These would be for six months and, if there are no serious (contrary developments), the fifth freedom may be implemented but only at the Diosdado Macapagal International Airport (DMIA),” he said.   DMIA is located in Pampanga Clark Freeport Zone just 70 minutes north of Manila, with a newly refurbished world-class highway called NLEX linking the two cities.

Carlos explained that the fifth freedom—also referred to in the aviation industry as “connecting flight”—meant full open skies as this allows airlines to carry passengers from one’s country to another, and onward to a third.

“The original EO 500 provided the fifth freedom and we have seen its benefits,” he said. “Unfortunately this was rescinded through EO 500A.”

Carlos said such “pocket open skies” would be a boon for overseas Filipino workers who could travel back home more often through the budget airlines.

He added that the domestic hotel and airline industries would get more business in accommodating more tourists and ferrying them from Clark to their final destinations like Boracay and other tourist favorites.
