Sanitary landfill operation offered to Capitol

May 23, 2011

CITY OF SAN FERNANDO – Officials of the Metro Clark (Kalangitan) sanitary landfill have proposed to transfer its operation to the Provincial Government.
Kalangitan officials met with Governor Lilia Pineda at the Capitol last week to discuss the offer. The landfill’s annual operation is estimated at P300 million.
Board Member and committee on environment chairman Nestor Tolentino said the sanitary landfill is allegedly bankrupt.
“Nalulugi na daw ito sabi nila [Kalangitan officials]. So, it means two things: First, those who dispose their garbage there are not able to pay. Second, municipalities, which do not have funds and resources, do not dispose their garbage there, so the landfill has nothing to process,” said Tolentino.
He added that Pineda has asked the Board to study the proposal of the Kalangitan officials.
“Kalangitan could be a very effective solution to our garbage problems since it is an efficient sanitary landfill,” Tolentino said.
Provincial Environment and Natural Resources Office chief Art Punsalan agrees with Tolentino.
“The only problem there is that other basic services of Capitol will be affected. For P15,000 each for the estimated 40 trucks of our towns, that is P600,000 a day or a total of P200 million a year. Many of our LGUs have very limited resources,” said Punsalan.
He added that locally, finding a suitable landfill for the province is hampered by its social acceptability. (Jovi T. De Leon)
