Seeking clarification of an incident

Grievance: I am writing to you to seek clarification of an incident that happened today regarding my wife’s cousin being refused to leave Philippines to come to Singapore for a social visit to Singapore. My wife had invited her cousin, Erickson San Diego, to visit our family in Singapore and I duly bought a return ticket from Clark, Angeles City, departing on 29 August on Tiget DG7792 at 7.25a.m. and due to return to Philippines 30 days later on 28 September 2012 (attached for your reference along with a support letter I drafted and issued to Eric). Her cousin, Eric, went to Clark airport this morning, was allowed through Security, checked in to Tiger Airways for the flight to Singapore, paid the tax and terminal fee but when he was presenting his passport and tickets to Immigration was told that he would not be allowed to join the flight to Singapore. Apparently he was told he didn’t have sufficient documentation to support his trip to Singapore and when presenting my support letter was told “anyone can write this on a computer”, my letter had my wife’s and my telephone number but no effort was made to try to contact us to see if our invite was valid. My wife is understandably very upset at hearing this news particularly having paid for Eric’s air ticket and Eric having paid all the taxes, fees before being denied to leave by Philippines Immigration. I would therefore request that you advise my wife and I precisely what information Eric needed to present to immigration to allow him to leave and under what rule can immigration deny a Philippines citizen from leaving the country when he has a valid passport and air ticket to his destination?
