Senator optimistic on Mabalacat cityhood bill

MABALACAT — Senator Ferdinand Marcos Jr. is confident that the cityhood of Mabalacat town will be approved.

Marcos, who chairs the committee on local government, reportedly told Dau village chief Marino Morales that the proposed cityhood bill of Mabalacat or the House Bill 2509/4736 will most likely be approved because the town is already ripe for cityhood.

Marcos said the ongoing boundary dispute between Mabalacat and neighboring Bamban town in Tarlac will not affect the cityhood bid of the former because the approval of proposed House Bill 2509/4736 will not prejudice the question of territorial jurisdiction.

Both the towns of Mabalacat and Bamban are claiming Barangay Calumpang, which is situated on the northwestern part of Mabalacat, including the tributaries of Sacobia and Parua.

Mabalacat Mayor Marino Morales clearly said the contested areas are not included in the proposed Mabalacat City.

The land area of Mabalacat was adjusted from 8,318 hectares to 14,660.98 hectares based on the cadastral survey plans plotted by the Land Management Service of the Environment department in Central Luzon.

Environment department Regional Executive Director Ricardo Calderon also issued a certification on August 9, 2011 that Barangay Calumpang and the Sacobia and Parua Rivers “have not been included or added-up in the total land area of the proposed Mabalacat City.”

The Bases Conversion and Development Authority provided land titles that were used in determining the extent of Mabalacat’s land coverage within the Clark Freeport Zone.

“There was never any attempt or move on the part of the Municipality of Mabalacat to include, for the meantime, Barangay Calumpang to its current land record for the issue on land dispute is already elevated to the court and in adherence to judicial courtesy,” Mayor Morales said.

He, however, said the local government of Mabalacat “has continuously exercised political and administrative supervision to Barangay Calumpang for a long time.”

Some 1,000 registered voters of Barangay Calumpang voted in Mabalacat town during the last October 25, 2010 synchronized youth and village elections.
