Sison: Full Scholarship in Private Colleges, Universities

A LAWMAKER is urging private colleges and universities to grant full tuition scholarships to at least 10 percent of their student population who are poor but deserving students.

Rep. Joseph Victor Ejercito (Lone District, San Juan), author of House Bill 4597, said the bill will provide an opportunity for the less fortunate young people to carve their own destiny through education.

Citing a study on Philippine education, Ejercito said out of 100 pupils who entered into basic education, only eight to ten will possibly get college education.

 

The young people, who have the means to finish college, stand to reap enormous benefits and success while those who do not have the means are most likely destined to a life of hardship, trials and want.

The measure, to be known as “The Scholarship Program for Poor but Deserving Students Act,” shall require all colleges and universities to provide college scholarship grants to at least 10 percent of their student population.

Ejercito said the policy of the State shall give priority to education, protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all.

Education serves as the foundation for the country’s sustained economic growth. Educating the poor but deserving students through scholarship grants will benefit not only the student but the whole society.

Under the bill, the educational agencies concerned shall issue the necessary rules and regulations for the speedy and effective implementation of this scholarship program.

Meanwhile, Vice President Jejomar C. Binay has allocated a portion of his FY 2011 Priority Development Assistance Fund (PDAF) 1st Semester Educational Program amounting to P10 million and a supplemental budget from the Office of the Vice President to augment the influx of scholarship applications. He has identified the Commission on Higher Education (Ched) as the active partner or implementing agency.

He has targeted a maximum of ten (10) scholars in every State Colleges and Universities nationwide within the authorized fund allocation and some of our offered courses are pursuant to CHED Memorandum Order No. 04, March 18, 2011, “Ched Priority Courses from SY 2011-2012 to SY 2015-2016” preferably:

Degree Courses
1. Agricultural Engineering
2. Teacher Education
3. Science and Math
4. Electronics and Communication Engineering
5. Radiology Technology

Vocational Courses
1. Automotive Technology
2. Welding and Fabrication
3. Refrigeration and Air-Conditioning
4. Machine Shop
5. Associate in Technical Graphics

The above-mentioned priority courses are anchored with the Five Key Result Areas of President Aquino’s Social Contract with the Filipino people particularly on Human Development and Poverty Reduction. We would deeply appreciate should you have suggestions on top of what we have selected.

Binay has other tie up with private universities such as the Ama Computer College and St. Jude College. He has also signed a memorandum of agreement with the University of the Philippines in the College of Law and School of Urban and Regional Planning as part of his scholarship program.
